Yes.  I wanted to post that.

And, I don't want to say everyone must use black and white blocks, but your robot
must be ABLE to use black and white.  That way people can use other colors, if they
want.  (and, their opponent doesn't care)

Also, what is the handoff proceedure? A single press on a touch sensor,
which is then released (after, say, 1 second)? I'm thinking of building a touch
sensor into my robot so I can just provide a wire connection to the opponent,
and having the signalling touch sensor normally open allows sensor stacking.

Yes.  However you won't want to connect the touch sensor on your robot to your RCX,
in addition to your opponent's RCX.
