I thought those were new road plates. I saw them a few days ago but couldn't remember if I'd seen them before. The strange thing is they are only shown with the Creator sets. (...) It looks like the same plates but with out the bike path on the side (hence wider roads) I also saw these two sets in the Whats New section on shop@home (URL) is here... I believe... Funny you should ask. I've just been reading a paper where the researchers were following a maze of Lego road plates with a Handyboard robot.
