Uh...how about...NO.  Didn't you read the item about:

"Only Lego pieces can be used and only "normal" construction techniques-No
sawing, gluing or melting of pieces. You can use as many or as few pieces as you
wish."

HiTechnic stuff has always been and always will be, offlimits.  We all love John
Barnes, don't get me wrong, but this is a item we've been over and over and over
again on.

not to be pendantic, but can I mention that you've allowed non-official sensors
in other competitons before?

With the premise that the 'bot 'could do it with regular 'LEGO' sensors, but the
builder didn't swap 'em in and used the HiTechnic.

I could build my 'bot with 'LEGO' wires going thru the turntable with no issue,
except I would have to untwist them between bouts.  The phone cord addition just
makes it so I don't have to do that between bouts and has no bearing on the
actual competition.

Adding the turntable in the wire means your wires won't twist up, which means they won't add tension to the connectors which means they won't pull off the connectors (...) (...) Not to be pedantic but it's pedantic. :) There's been one or two examples. Given an average of five entries per each of our 17 contests, there's bound to be some.
