Any RCX needs the run switch pressed.  either by pressing the green
button on the unit itself, OR by sending it the IR command for run.
(like the remote)

Except if you use LegOS. You can compile the program as a native srec, but you
need to put code in the startup to run your program when it's switched on, or
equivalent.
