I understood that the recall bill was defeated by the NDP before it
could become law.  In any case, it's the Alliance recall policy that
I was refering to - the farther away from the people the level of
govt. is, the more something like this is needed.  At the provincial
level it's not as much of an issue, and at the municipal level it
wouldn't make much sense.

Clearly 1/3 wouldn't be enough - like you say, a defeated candidate
could have that many supports.  AFAIK a 2/3 or more majority would
be needed to remove an elected member.  I've got the policy details
at home somewhere, but it's relatively moot at this point.
