Because he ‘claimed’ he didn’t receive it. A bit of spam rates pretty low in
terms of harshness IMO, but I guess YMMV.

So if I believe someone (eg. you) did something and they (eg. you) claim they
(eg. you) didn’t I have your blessing to give their (eg. your) email address out
to spammers?
