I think, stated that way, it's a fair enough (but not particularly
important) question. I don't know "the answer" but I advanced my theory already.

To wit: Long term benefit to society may not always be visible to all members.

ADM will be a much better company in the long term if it were weaned from ag
subsidy but you may not get them to agree, and they have pretty well paid
lobbyists who lobby for the status quo.

People currently on welfare will be a lot better off in the long term if
they were better educated and had skills commesurate with the needs of the
job marketplace and had motivation to use those skills, but you may not be
able to get Al Sharpton to agree.

And so on and so forth.
