Do other people find this state of affairs confusing? Maybe this really is
just a Brickbay suggestion (and I'll go make it there) but I am wondering if
there's a larger issue here or not.

Sellers should mention the condition, maybe abbreviations would help.
eg. N(new),U1(used-excellent),U2(used-good),U3(used-fair),U4(used-poor).
Or you could 'out' the sellers.

I don't think any kind of "rating system" is a good idea.  There would just
be too many problems with that.  Some people would be confident that their
item is in "N (new)" condition while others would think the same item fits
into "U1 (used-excellent)" condition.

A good example of this is the MIB/MISB issue.  Some extremist think that MIB
is unopened while other times I received sets that had broken / missing /
slightly discolored pieces that were classified as MIB.  Even new pieces
would be hard to classify.

It has been discussed before, even before BB started and a lot of people
were against it.  That's why BB doesn't have a rating system.  Interestingly
I have yet to receive a complaint that a buyer is unsatisfied with his or
her purchase because the item wasn't as described.
