I bet it has to do with the number of doors and windows packed in each set.
3734 has 5 left doors and 5 right doors. This is enough doors for 2
Metroliner style cars. However you need 10 windows for each car. So to
create your two cars, 2 packs of windows and 1 pack of doors are required.

Therefore I bet people purchase often purchase windows and doors in a 2 to 1
ratio. Leaving S@H with a lot of doors to move out.
It would have probably made more sense to offer the train doors & windows
together: 10 windows and 4 doors in each set.
But then again I'm not complaining! It was thrilling to see the blue & grey
components when they were first offered.
