I know that some services will use air to move between countries for
both methods, but the local movement is what is different. For "Air"
it would move by air for as much of the trip as practical, only
using truck for the very start and end of the journey. But "surface"
would only use air for the country hop. If the receiver lives far
away from the major air hub where the package arrives, then there
will be a lot of trucking to get it delivered, and that's where
the speed difference comes in.
As for specifically how the USPS does it, you'd have to ask them
I guess.

| Recently, I sold some parts to a buyer in Australia. The package was supposed to go airmail, but (apparently) went surface because the USPS clerk forgot to stamp 'Airmail' on the package. Airmail postage was paid for and applied to the package. (...) (24 years ago, 4-May-01, to lugnet.market.shipping)
