I think it is in that without it, no credit card dipping. It may be even more
important in that you can't activate your account without it, I forget
Not saying this is legal, mind you, it may well be a violation of their ToS,
and therefore I am not advocating that you do it... but you could get someone
to let you use their address and forward you the mail you got. *not me,
please!!!* PayPal doesn't SEND all that much mail, no monthly statements or
suchlike, it's all online. X sent the debit card to the address I gave, but you
don't get a debit card with PayPal.
