Exactly.  You don't decide how many "men" to use, you decide how many CPs and
then you go through the rules buying stuff.  Think of it as a budget to work
with.

300 men... if you're playing a "Castle" game, that would be Tech Level (TL) 2.
Troops cost TL+1 CP- so Castle guys are 3 CP each.  300 men is 900 CPs, and
that's without any weapons or armor (other than a helmet, which all troops get
for free).

And, of course, Heroes and Champions cost more CP, beause they're "better"-
more skilled, less likely to die, etc.  Those would just be standard foot
soldiers.
