Does being complete mean getting every set a particular theme?
If so I probably don't have a single theme that I'm complete in.
I do have sets in a lot of subthemes, especially with the larger sets in
each sub-theme.
I have Flying Ninja's castle, the stone tower bridge, and the robber's
retreat, there are a few more major sets and a few minor sets in this
theme, but I feel that I don't need anymore.
I have the Pharoah's Ruins and the Sphinx Secret Surprise, (and the
scorpion tracker) as well as the River Expedition, and the Amazon Ruins
from the previous two adventures series, as well as the Island Hopper
from the current dino island series in the Adventure sub-theme.
I got 95% of the RES-Q series - getting the Emergency Response Base,
the Boat (the one with the cart and dighy), the Road Rescue vehicle, and
the Emergency Evac vehicle.
That sort of thing.  It would be next to impossible to be castle complete,
town complete or space complete, or even train complete.
These have been around for a long, LONG time, and there are several popular
sets, especially in the "golden years" 1989-1996.
