That would make sense, but for the fact that the worm gear is ten years older
than the gearbox that you cited.  The only reason that the worm gear had to be
made a tiny bit less than 2 studs long was so that when you put it between two
TECHNIC bricks, it won't bind.  Basically, the only two options were to make it
slightly less than 2-studs long with flat ends (thus allowing one gear to
smoothly transition into another), or to make it exactly 2-studs long with a
little flange like the one on the 12-tooth gear (thus allowing you to stack them
without screwing up the total length, but possibly creating issues with
transitioning from one worm gear to another).
