Actually, is there any reason (other than guidelines developed
based on symmetry) to orient the hat so the feather hole is in front?

Yes.  I like to have my minifig pirates with their plumes
to their left (i.e., "sinister", to borrow a term from heraldry),
but someone else (who might be a member of the insidious right-handed
conspiracy ;-) might want his minifig pirates to wear their plumes
to their _right_ (i.e., "dexter").  By doing it the way I did,
the "default" is _no_ plume, and centered.

Addendum:
This "default" is also the usual manner in which LegoCo illustrated
their Pirates minifigs who wore this hat: no plume, and centered.
In fact several were illustrated as wearing this hat with no plume
and *reversed* (180 degrees).

(...) OK. I'll stick with my statement: the comment should only supply information about *placement*, not provide helpful suggestions about rotating the parts. Steve (24 years ago, 5-Jan-01, to lugnet.cad.dat.parts)
