I believe you're supposed to do this with a "regular" explorer window,
NOT Internet Explorer. Try "Start/Programs/Windows Explorer", or right
click on "My Computer" and select Explore.
I just tried it on Windows 2000 and I had to use "Tools->Folder Options"
to find the "File Types" tab. And naturally the resulting dialog box looks
different from the one in Windows 98, hmmm. I love the way M$ changes the
interface all the time.

I don't have an iexplore.inf, but I'm pretty sure there is something in the
registry for this. A quick regedit turns up this:

Good luck adding that by hand though. :) You'd have to substitute l3lab.exe
and it's path for l3glite.exe.
