Yes, they do already.

- from update 1997-01 to 2000-01 new official parts _usually_ have, in the
header
0 Official LCad .....
or if they are corrections to the original library
0 Original LDraw Part YYYY-RR

- for update 2000-02 the header contained
0 Official LCAD Part - 2000-02 Update

- since the advent of the Parts Tracker for update 2001-01, new or amended
official parts always have, in the header
0 LDRAW_ORG Part UPDATE YYYY-RR
This is automated by the Parts Update process.

Only problem is all existing parts would need to have this added (I notice there
are some parts with only a description in the header...). Future parts could
have it added when an update is being prepared.

Since most of the library is slowly being recycled for BFC compliance, the
pre-1997 parts are getting headers, with the LDRAW_ORG "certicication".
