They shouldn't be excluded in my opinion. It is very rare though for a made
for TV movie to rate among those intended for the big screen. I guess by its
very definition a made for TV movie is not expected to draw a paying audience
do it is given away to the general public in hopes that advertisers will pay
for it. Not really a ringing endorsement, but there are exceptions to every
rule.
