This might be OK, but I would suggest the following limitations:
1. No animated images, period.
2. All avatars must be a certain fixed size. It looks crappy when
you are at a web-BBS where some avatars are 40x40 and others are
50x100 or whatever.
3. Some sort of moderation process to avoid icons that are obscene,
offensive, etc.
4. Don't call them "avatars". Icons is fine.
