How different is .off-topic.debate from that already?  How many net-savvy
people who wanted to post a real reply would simply change the ng line prior
to posting?  What would newbies think when they posted a reply not knowing
where they reply was going, and their reply never showed up?

(...) Well, there's precedent in alt.dev.null [1]. But really, I can't think of very many things that couldn't either go to one of the .off-topic groups (not just .debate!) or just be left unsaid. [1] what fun! (24 years ago, 24-Jul-00, to lugnet.admin.general)

(...) I would expect a net-savvy person to be posting something which actually was worthwhile, and to chose an appropriate group. The concern of mine which brought this up is the recent tendency for discussions to get crossposted to a bunch of (...) (24 years ago, 24-Jul-00, to lugnet.admin.general)

I'm net savvy and I forget somewhere between 10 and 25 percent of the time. Setting followups (...) (24 years ago, 25-Jul-00, to lugnet.admin.general)
