Neighborhoods:
- yes in the sense of community groups and sub-groups
- no in the GeoCities sense of "neighborhoods"
User accounts:
- no in the sense of Unix user accounts or hosting of arbitrary content
- yes in the sense of simple memberships by which a person is given a
permanent identity and data page within the community and allowed
to participate in and hold auctions, associate themselves with sub-
communities and/or interest groups, and other goodies that require
automated identification and authentication: voting, surveys,
contributing data to the DB, marking a set in the DB as "wanted" or
"have for sale," etc.
Memberships will be lifetime only, with a one-time initial signup fee.
