It used to be common to send out the "header" post to NNTP groups on a
periodic basis. I forget the details of how it was done. I think Todd made a
conscious decision to not follow that model since all posts are always
available. Of course the 1st post is a static entity (though I think on rare
occasions, Todd has edited the first post).
Sadly news reader programs today aren't really set up to make it easy to see
the 1st post.
One of these days perhaps I'll work on a pet project of mine which is a
combined NNTP/Web Lugnet news reader. It would use NNTP to read posts, but
would use the web to post (so it can hold your login cookie). It could
easily be designed to present the newsgroup home page when you entered the
group.
