Hmm, it is not space. Well at least I've not seen it in a Space set. It is from a Technic Flex System Set. See it in the 5118 service pack: (URL) are common in technic aircraft sets - as they can be used as control cables, I think there is a (...) (26 years ago, 1-May-00, to lugnet.space)

I have a bunch of the 110-111-112-113-114 series of basic sets from the 1970's. The spoked wheels (as well as all but two of the big head people) did not come with the #114 set.
