The difference is that Bionicle is not a licensed property, Lego created it.
For Star Wars, Jurassic Park, Bob the Builder, Mickey Mouse et al. Lego
bought or paid for the license to use those characters, stories, and images.
Essentially Lucasfilm, Disney and whoever subcontract Lego to produce toys
for them. Often in these situations the owner of the property will name one
toy company as the general contractor thus placing that company in charge of
subcontracting clothing companies, book publishers and whoever else to
produce things the toy company doesn't want to make.
For Galidor, Lego is the general contractor, producing action figures or
what have you but also in control of all merchandise produced for the show.
This is a significant step forward for the Lego corporation as a business
even if we don;t see that step reflected in their construction toys.
