If LEGO was looking to slurp designs, they wouldn't run a contest for
single cars. They'd go for entire trains.
TLC put in the verbiage about assigning copyright, so they wouldn't have
any entanglements over (a) using the winning entry in promotional material
(b) if/when they produce instructions of the winning entries, with
modification, they don't have to deal with issues of who owns the copyright
of what.
So flame them for bad legal verbiage, not for sinister motives.
