I wish it weren't so, but I suspect it will be hard to stay in the $25 range
when a Wagon Plate kit (3737) costs $15, a set of windows costs $7 and a set
of doors costs $7.  You are at $29 dollars already and don't have any bricks
to show for it.  Now costs could come down by eliminating expensive train
items like doors and windows and moving to 6x16 type chassis that don't need
bogie plates and only need two sets of wheels ($3 for a pair).  I personally
like the 6x16 form factor that 4563 used.  Most of my MOC stuff is similar
to what would be found in 4563 or 4564.

I think MOC creations will likely be in the $40-$60 range due to the fact
that parts have to be obtained either from LEGO, from a LEGO retailer, or on
the secondary market.  What LEGO could sell for $25, a MOC creator will
probably have to sell for $50 (or more) in order to break even on the deal.

Right now the only one (that I am aware of) with any data points is Larry
with his hoppers and his recent PCC.
