May I ask the follwing questions concerning the constitution of ILTCO?

1. You have a huge lot of Bylaws, Policies and Procedures and TOS to get through during the joining procedure for a club who aims not to be bureaucratic.You have much experience of setting up such clubs and societies, in your knowledge have any of these legal devices ever been tested in a court? For an “international” club isn’t the application of Indiana State Law a bit restrictive? How does this affect the legal rights of members outside the USA?

Though I am not president of the ILTCO, I was a part of the group that formed the ILTCO constitution, so I will presume to try and respond to your questions.

We tried to make everything about the ILTCO as simple as we could. When you start actually getting into the nuts and bolts of scenarios and such, things tend to get more complicated. But we always left room for anything to be corrected if need be or changed by the group. These types of questions would be great ones to be raised in the ILTCO itself.

Does the ILTCO have a public discussion forum? I thought LUGNET was best whilst the ILTCO was in its genesis phase.
  
   2. Your aims as stated are very laudable, but make no mention of “internationalising”, or of bringing a world-wide community of L-Gauge model railway enthusiasts together. Should the ILTCO be pro-active in reaching out to those areas of the world where no LTCs currently exist and/or trying to bring those LTCs which currently keep themselves to themselves into the ILTCO fold?

I am not sure what “internationalising” actually means, but this is what we envisioned: to create an organization that would be open for all people and clubs around the world to join and fellowship in. But we do have our limitations. For example, all discussions and such will be in the English language. And although we will be providing resources (primarily advice) for individuals and groups who wish to form LTCs, we will not be actively seeking members for membership sake. Membership will have its privileges-- if people want to take part in that, then they are welcome.


You chose to use “International” in your club title rather than,say, “Confederation” or “Association” of LTCs or even US-LTCO or North-American LTCO. I wondered what you meant by “International”.

  
   3. Your constitution (seems to) makes no provision for ensuring that no particular grouping of individuals can take control of ILTCO. You may consider that (a) restricting officers to one per LTC or (b) one per country and ensuring that an officer cannot be succeeded by a member from the same LTC will go someway to preventing this.

Again, a great question to raise in the ILTCO.


I agree points of constitution should be raised there.

Not at all, although I think that these types of questions can best be addressed within the ILTCO itself where there is opportunity to actually address them.

I guess John wakes up earlier than I being two time zones over. :) Thanks for the questions. We are planning to have a 6th executive member from Europe to be installed after we get through the boot strap period. I think there is a mention of this in (...) Well, by rights if even one Canadian LTC is a member than that would make the organization "international";-) Even still, we already have individual members from the UK, Germany, Netherlands, and no doubt more countries on the way.
