I was unable to find the original article but I seem to recall a statement
(it might have been from someone who paraphrased Brad Justus' talk at
Brickfest) that the Legend series would be as faithful to the original sets
as possible however there might be parts that for one reason or another, are
no longer available.
As for the wrong windows, there was a statement from LEGO Direct last week
giving a heads up on the packaging errors and what you need to do to get the

I am looking forward to receiving my Club Car and more product offering from
LEGO Direct. I received my 10016 and 10017 sets last week and must say that
other than the blue trim (it should have been either black or left as tan)
on the hopper, I think it is one of the best train sets LEGO has released
since I have gotten back into this hobby (all of the classic 9V sets,
pre-1998, were released before I was aware).
