Would you characterize "bi-level" as "dome-nature"? My impression has
been that bi-level cars are fully bi-level (and pretty darn tall), but
then I haven't ever really studied passenger trains much (actually, I
tend not to be too much into in depth train research, though in other
areas I am [I've spent several days in the library at various times
researching stuff for RPGs for example]).

No.  Bi-levels are not "dome-nature" (for example, the METRA commuter cars, or
the GO cars, or the Southern (UK) railway cars(1)), but are simply a way to get
more people into the space available.  Fortunately, railways have not taken
this to the airline level.  Ample space is usually available, even on commuter
trains for those of us over 5'4" tall.  (perhaps I am being cynical, but after
24 hrs in planes over the last 2 weeks...)

The typical distinction is that a bi-level car (some URLS follow), have only
windows, and not skylights.  In other words, a bi-level car will have a steel
roof, and windows on the sides.  Dome cars don't have a steel roof over the
dome portion (which may be segmented, however), but have a glass roof.

Dome cars (the first photo is one of the ones that I based my model on, a
"Park" class dome car of the CPR/VIA rail.  Not painted blue, but that's LEGO
for you)

(1) Yes, I know that they are now preserved, and that there were only 3 or 4 of
them made :)  But, Bi-Levels do exist for EuroTrash(tm) trains too!-
Apparently, at least one dome car exists in the UK too, as well as a bunch of
observation cars/DMU's, and of course there is the Swiss with the Glacier
Express cars (someone has modeled one:
