(...) Thanks for your enthusiasm! I took some additional pics which give a little bit more insight into the sign and searchlights. The sign took me several hours of building and rebuilding to remove gaps and such. The key pieces are 1x1 'headlight' (...) (22 years ago, 11-Feb-03, to lugnet.town)

(...) I've been wondering about this too. It's kinda weird. They are definitely not shown in the building instructions. Neither are they shown in the original 6390 it seems. (...) It's hard to say with the blurry pics, but I think they are 4-wide. The bridge that the taxi cab is on looks to be made from the track from the Racers theme.
