Yes. That means they move the bucket back and forth. In this case, it would
be the whole front assembly that moves I think.

I can see how it's pushed forwards but what retracts it again? Is there another
line in the bottom that pulls it back?

Crowds on other style excavators are either rack and pinion or cable
controlled. They linearly move the "stick", or long arm, with the bucket on
the end. This pushes the bucket forward to help it dig into the earth.

Crowds are a bunches of people in a tight area :)
