I'm not sure I follow your English this time pixel?
Sure there will be some friction on the pin that the 6641 slide on, but I don't
think it will be greater then the centrifugal force. A rubber band that
retracts the 6641's is also needed. I don't think lube is necessary, it will
probably smooth things a tad but it should do without it.
Regarding balance the spinning center needs to be made in at least two
identical setups, one on each side of the axle. Perhaps three can be made to
get greater clutch power against the inner side of the rim.
One problem might be if the inner rim is not round but more eliptical but it
should work with TLC's quality.
Of course, finding a use for this application would be hard since the whole
thing will be pretty big and the clutch power weak.
