No, it is not really a gear. You might be able to get two of them to mesh, but
I wouldnt recommend it. It is used on the Code Pilot (and elsewhere) to
measure rotation speed along with a light.

The 24-tooth clutch gear (http://peeron.com/inv/parts/60c01) seems to absorb
motion if it gets stuck. However, at least in the Cherry Picker (8292) the
clutch gear is almost right after the motor, before the worm screws... what is
that for?

The 24 tooth clutch is a torque limiter. It transmits torque normally until a
threshold is reached, then it slips. This is used to protect motors from
stalling an pulling too much current. If you are using very large gear ratios,
it can also be used to protect the other gears an axles in the system from
breaking.
