(...) I used Frontpage Express for my site - I think it comes with MS office. It's monumentally better than Frontpage (for simple sites), I put together the basic site in a couple of hours (URL) and most of that time was creating the pic on the (...) They've served me well for quite a while, and are both fine, fine products. cutehtml is basically a glorified notepad, but it has the added benefit of color-coding links so you can see what's going on a little better. (...) Notepad and FTP ;-) You can't go wrong with that! I've created a template webpage for my site, and I use a FTP address with IE to upload my files. This creation is amazing - it puts to shame all of Lego's "Super Cars", and is so complex that I stared more than 5 minutes on the complex drive and steering system - and I still have no idea what each part does.
