I disagree, the Darth Maul or Vader are not unique to that set.  Does it refer
to the Emperor as the unique minifig?

Ok. I can almost guarantee we won't see a set in 2001 with Emperor Palpatine in it. As I was getting ready for work this morning, I happened to be looking at the box for the "darth" minifig pack. On the top of the card (the bit that would let it (...) (24 years ago, 29-Jun-00, to lugnet.starwars)
