As I was getting ready for work this morning, I happened to be looking at the
box for the "darth" minifig pack.  On the top of the card (the bit that would
let it hang on a wall peg) it says:

"Contains unique minifig"

Interesting.

If they were intending to introduce Palpatine in a set (relatively) soon, I
doubt they'd put that on there.

TLC has been notoriously lax about things like this -- they release "limited
edition" sets, then change the packaging, and make them into regular sets.
Many of the S@H sets are flogged as "hard to find!!" because they aren't
available (in N.A.) anywhere but through S@H.
