I think I heard someone once say that a good guide for scale is 3.5
studs per foot. Is that right?

| (...) It depends what you mean by "scale." If you mean a scale that translates between human size and minifig size, 3.5 stude per foot is clearly wrong. Minifig scale is about 0.35 meters per stud -- or, in Imperial measurements, 13.8 inches per (...) (25 years ago, 6-Jan-00, to lugnet.starwars)
