There's been information and discussion on this set.  There's a brief blurb

General consensus (around here) was "Why'd they make his head out of big,
printed pieces?" and "Why'd they dumb down the RCX to the Mini-Scout?"

At first I thought this too, but as long as LEGO keeps making the RCX with 3 inputs
and outputs then a smaller one may be a good idea. A smaller less exspensive
computer may be able to do things its bigger brother cannot. For example, people
are building the RCX brick into trains to control the trains, but the RCX brick is
just a tiny bit to big, and at $100[1] (?) a pop putting RCX bricks in trains gets
very exspensive. A small computer would fit into the train better, and would be a
lot easier on the pocketbook. For that matter if you needed fout inputs and outputs
I would be cheaper to buy 2 little units than it would buy to purchase 2 big units
just to get that fourth control circiut. Anyway, I hope they continue to produce
both computers.

1. You cannot get individual RCX bricks from LEGO, but I think you can get them
from Pitsco. I am not certain, but I thought the brick was around $100.
