she's been appointed senator by the new queen.

Well, one thing to consider is that the Queen is a planetary ruler, and the
Senator is a member of the Galactic government.  It seems that in some systems,
at least, planetary rulership runs differently, because Bail Organa is still
running Alderaan in Episode IV.  So the electing the Queen thing is probably
just a local custom of some kind.  The selection process for the Senate is more
likely dictated by the Republic- and according to what Amidala revealed in
Episode II, they're hand-picked by the planet's rulers.
