Yes, but the diorama includes

as well, which I feel fairly certain is NOT canon in any way.
I think this is a diorama that's so pre-production that no
specialized parts have been made. I would not take this as
an articulation of what a LEGO Mace Windu would necessarily
look like.
In fact, I see very few "special" pieces that have not been
otherwise available, if any, in the diorama. So I think
no conclusions may be drawn from this.
