My thinking is that not every module facing edge has to have both a road connect
and a module interconnect, it could have either, both, or neither.

Roads could become tunnels through modules that go right down to the edge, or
not go through at all. Tt makes the interconnection part of layout planning a
lot more complicated since you have to contend with two types of things though.

(and this is a great application for Cary Clark's TrackDraw once it's released,
everyone can do up their module in a fragment of XML and the layout planner can
just go crazy trying all the different permutations of what's possible.)
