Yes it can.  There is a standard RCX opcode for sending single byte
messages, and you can always use multiple of these commands for more complex
messages.

You might also want to look into LegOS.  This has a general purpose
networking system (LNP for Lego Network Protocol) that allows host PCs to
communicate with the RCX.  They use it for downloading binaries to the RCX,
and applications can use it as well.

Note that IR needs to be able to get from the RCX to the IR Tower for any of
this to work.
