Yes.  Note that it is only half-duplex.  You probably expected that.

What issues am I likely to encounter? Range of the IR comms? Do the
sender and receiver have to line up, or is line of sight sufficient?

The biggest issue you might run into is the fact that the IR tower used by
the PC times out if it doesn't transmit anything for a few seconds.  Unless
you have constant back-and-forth communication, either the PC will have to
initiate most of the communication or the PC will have to occasionally send
junk to keep the IR tower active.

As for range, think of a TV remote control.  The RIS's IR behaves just like
that.  It can bounce off walls, but only sometimes.  Usually the sender and
receiver have to be pointing at least somewhat toward one another.
