EGCS was an offshoot of GCC, with the only difference being how the
developers worked together (the bazaar vs. the cathedral model).
Eventually, EGCS was declared the victor as most developers switched to
it and it became the official GCC line. GCC3 is the latest compiler, but
that doesn't always mean best for a particular use (some backends, such as
the H8, probably haven't had sufficient attention to make sure the changes
for GCC3 all work properly -- I personally have not used GCC3 with the H8
backend so this is speculation).
Building a cross compiler is not trivial, especially on a non-Unix
system, so unless you have special requirements or run into problems I
would stick with a pre-built binary already tested to work in Cygwin.
