Thanks for your replies.
Both are RCX2 and I use the Robolab software.
In Administrator / RCX settings you can set the RCX IR-power setting to high or
low, but both were already in high.
After some testing I found out that the main problem are the batteries.
One RCX uses rechargeable batteries while the other uses normal batteries.
Normal batteries give the stronger signal. When I swap the batteries the problem
moves to the other RCX.
Also I found out that IR light travels better in a dark environment.
