Yes, you can store vacuum.  But all you can store is 1 atmosphere.  So a
little blue tank with 4 atmospheres has a lot more storage than one with
negative 1 atmosphere!  Also, it's real hard to make vacuum, in the real
world.  I once built a vacuum vessel 6 ft in diameter and 30 ft high that
was maintained at 5mm hg abs by a 3-stage steam-jet ejector system... you
don't want to go there!
