No, these are different.
The new is thicker (inside of a pin), soft and just cylindric.
The older ones are made of a harder material, are thinner
for most of their length with just a thick end, and they have ridges
that divert some light along the thin part.
They are more for decoration I'd say, though you can find uses.
The new and the thick part of the old fit into a half pin.
You can put the new one in front of the light sensor with a 2x1 holed brick
or in front of the LED in the light sensor using a 2x1 double holed brick.
Still not terribly useful I'd say
