(...) Actually, the "Windows® CE eMbedded Visual Tools 3.0" cost $7.50 direct from Microsoft and let you develop in Visual Basic and C++. The VB is a cut down version, more like VB Script, but will drive the serial port. I have not tried the C++ as (...) (24 years ago, 7-Feb-01, to lugnet.robotics)
