Correct, the Remote requires Firmware in the RCX.

No. It needs the Firmware to set up the IR port to receive the commands.
The Built-in programs will run without firmware with the RUN Button.

The SCOUT always has it's firmware. It's firmware is on a CHIP and cannot be
changed.
The RCX has firmware so that we can update it over the years or have
possibilities LegOS etc.
The RCX does not need the firmware to do the built in Functions. They work fine
with the Buttons. It needs firmware to use the EXTRA features like remote
control.
