An excellent start Kelly. As publisher of RSS for Brickset and brickish.org,
here are my comments.

I'd vote for once at the top. I appreciate that its inclusion potentially
opens up lenni for use by others, but given that much of the spec appears to
be LEGO-specific (audience, theme etc.) maybe it is superfluous.

Which 'filter' would brickset set updates come under? Or 'set/product'
related articles that are not necessarily newsworthy; a peeron inventory
addition, maybe? I think there's a need for another one, but I'm not sure
what I'd call it.

Your list encompasses both popular LEGO product themes and also more generic
terms such as MOC, Mecha etc. I think that might be problematic. As you say
in your other post, the list should probably include more/all LEGO themes,
but given that we would have trouble defining exactly what they are given
recent product lines (we may consider Knights' Kingdom to be 'Castle', but
I'd be surprised if LEGO do, for example) I can foresee problems. Maybe we
need two elements, one product related, one not.

The acronyms tie this to LEGO, which isn't necessarily a bad thing, but
compromises your desire to make this more general purpose. Why not just use
something more generic like on Movies, video games etc.

Great idea. There has been discussion elsewhere about the format this should
take. ASP.NET was able to generate it for me in what appears to be a RSS
standard, as per your example below,

so I'd be happy with that format for this element too.

Yes, that could be useful. For Europe, country level is probably sufficient
for this purpose, but for the USA, probably not.
